Ontario Immigrant Nominee Program for Human Capital Priority Stream
In order to attract foreign workers and international students who have the training, experience, and abilities needed to successfully settle in the province of Ontario, Ontario operates a Human Capital category.
Three Express Entry-related streams are run by OINP under this category: the French-speaking skilled worker’s stream, the Human Capital Priorities stream, and the Skilled Trades stream.
All three streams are passive, which means that interested applicants must wait for the province to choose them from the federal Express Entry pool and extend an invitation to submit an application for nomination.
Interested individuals must first be eligible under one of the federal programs, such as the Federal Skilled Worker Program (FSWP) or the Canadian Experience Class, in order to be taken into consideration under either of these streams (CEC).

OINP Attracts
Candidates in the Express Entry pool receive periodic Notifications of Interest (NOI) from the OINP inviting them to apply for nomination under one of the OINP's Express Entry streams. After the draws are completed, the specifics and methods utilized for each search are made public.
Eligibility Criteria
Stream for Human Capital Priorities in Ontario Express Entry
Periodically during the year, the OINP sends Notifications of Interest (NOI).
This stream is intended for professionals who want to live and work in Ontario and who have demonstrated skills and ability to succeed there.
- In order to be eligible for this stream, applicants must:
- Have an active profile in the Federal Express Entry system and be eligible for the FSWP or CEC.
- Have at least one year of full-time work experience, or work experience equivalent to one year of full-time work, in NOC occupation levels 0, A, or B within the last five years if applying through the FSWP, or within the last three years if applying through the CEC.
- Possess a qualification at least equal to a Canadian Bachelor's degree.
- A desire to live in the Canadian province of Ontario.
- Having legal status and residing in Canada, if appropriate.
- Evidence of the necessary settlement monies.
- The required Express Entry CRS score, as decided by the director through period draws.
Demonstrate proficiency in English or French at least at CLB/NCLC level 7.
Application procedure
From the Express Entry Pool, Ontario will choose qualified candidates. Candidates must:
1. Meet the prerequisites for one of the aforementioned streams AND.
2. Receive the minimum Comprehensive Ranking System score that the director has set.
In order to apply for nomination under the Ontario Immigrant Nomination Program, candidates must first receive a Notification of Interest (NOI) from Ontario.
After the NOI, the nomination application must be submitted within 45 calendar days. At this moment, a $1500 application fee is required.
The applicant will be awarded a nomination certificate and 600 points toward their Express Entry profile if their application is accepted.
They will be sent an invitation to apply (ITA) for the subsequent Express Entry draw.
They will receive an invitation to apply (ITA) for permanent residence from Immigration, Refugees, and Citizenship Canada at the subsequent Express Entry draw (IRCC). The ITA needs to be turned in within 60 days of being received.
