Ontario PNP Employer Job Offer for Foreign Skilled Workers
The Employer Job Offer: Foreign Worker stream allows foreign employees who have received a job offer from a skilled professional to apply to live and work permanently in Ontario.
A skilled occupation at TEER (Training, Education, Experience, and Responsibilities) category 1, 2, or 3 of the National Occupational Classification must be the subject of your employment offer (NOC). Workers from outside and inside Canada are eligible for this stream.

Before you can apply online to be nominated by the Ontario government for permanent residency, you must first register in the OINP's Expression of Interest System and obtain an invitation to apply.
Your next step after receiving a nomination is to submit an application to the federal government through Immigration, Refugees and Citizenship Canada (IRCC). Ultimately, they decide.
Procedure for applying
Following these five steps will allow candidates to apply to the OINP Employer Job Offer: Foreign Worker stream:
1) Submit an expression of interest
The highest-ranked applicants are invited to apply for the Foreign Worker stream using a points-based ranking system. Candidates first need to submit an Expression of Interest (EOI) via the OINP e-Filing Portal in order to be considered for an invitation to apply (ITA).
The OINP EOI Selection System will be used to grade candidates after they have submitted an EOI.
2) Obtaining an invitation to apply
A candidate draw will occasionally be held by the OINP. Candidates who have submitted EOIs and obtained a minimum number of points will be sent invites to participate in these draws.
3) Submit a request for a provincial nomination
A candidate has 14 calendar days to submit an application after receiving an invitation to apply (ITA). Using a One-key account, these applications can be submitted electronically. Make sure you're prepared if you receive an ITA because applications involve a lot of personal information and supporting documentation.
4) Obtain a provincial nomination
For OINP applications, processing times differ. A typical application will take between 30 and 150 days to process. In the event that an application is accepted, the province of Ontario formally nominates the applicant.
5) Submit a federal application for status as a permanent resident.
Candidates may apply to the federal government for permanent resident status after receiving a provincial nomination. Similar to the provincial nomination application, this application will include a substantial amount of personal information and supporting paperwork.
It is noteworthy that the Employer Job Offer streams are not compatible with Canada's Express Entry system, which causes a delay in the processing of applications. The processing of applications may take longer than a year, so applicants should plan accordingly.
